does downloads count as plays?

We are both showing number of plays on each video and allow downloads of videos and a user asked me if downloads count as plays or if there is anywhere we can see the number of downloads?

A download counts as a single play -- and unfortunately we don't track distict downloads as opposed to standard plays.
